Long-term plan for towns to fund local priorities

The UK Government has revealed a list of 55 towns across the UK that will get a share of a £1.1 billion levelling up investment equating to a ten-year, £20 million endowment-style fund to be spent on reviving high streets and town centres or securing public safety, with local people given the power to decide how it’s spent.

Seven in Scotland and four in Wales are included and in Northern Ireland, the UK Government will work with a restored Executive to provide support.

Local powers for local communities

Town Boards, made up of cultural and sports organisations, public sector agencies, community leaders, employers, local authorities, and the local MP, will be set up to develop the long-term plan for their town and put it to local people for consultation. There will also be a set of ‘regeneration powers’ to unlock more private sector investment by auctioning empty high street shops, reforming licensing rules for shops and restaurants and supporting more housing in town centres.

DLUHC to directly support delivery

The plans developed by Town Boards should align with issues the UK Government research has identified as the things people want most. They include:

  • Improving transport and connections
  • Tackling crime and anti-social behaviour
  • Enhancing town centres to be more attractive and accessible

The UK Government has also announced a new Towns Taskforce, sitting in the Department for Levelling Up and reporting directly to the Prime Minister and Levelling Up Secretary. This will help Town Boards develop their plans and advise them on how best to take advantage of government policies, unlock private and philanthropic investment and work with communities.     

A new High Streets and Towns Task Force will also be established, building on the success of the existing version, providing each selected town with bespoke, hands-on support.
